Sometime in 1669, the Albemarle Assembly building the sanctuary, 1664–1673 0 33 dispatched to London its first legislation to be ratified by the proprietors, but the laws went into e√ect while the colony awaited a response. These laws caused great consternation for Governor Stephens and his haughty wife, Frances (who at other times married two di√erent southern colonial governors). Their quest for landownership was also a quest for participation in civil society. And in Albemarle, the pulpit held no control, for there would be no pulpit for another thirty years. Those few who cared to attend worship would do so in meetinghouses.
